Build the circuit in stages as shown here using single core wire and basic tools.
Ensure that you accurately connect the wires to the correct pins of the IC.

Connect the circuit to a 6V to 9V DC power supply and check that the light flashes.
If it does not, check the circuit against the circuit diagram carefully ensuring that you have put the components in the right way round.
If you have got the circuit working, you may wish to use a small screwdriver to alter the variable resistor which will change the flash rate of the LED or practice adding more LED’s in parallel.
